The superior speed of the locomotive over the ship frustrated Allied attempts to use their command of the sea to operate effectively against the periphery of the Central Powers. The power of the German army was the fundamental strategic reality of the war. 'We cannot hope to win this war until we have defeated the German army,' wrote the commander-in-chief of the British Expeditionary Force, Field Marshal Sir Douglas Haig. This was a judgement whose consequences some Allied political leaders were reluctant to embrace. The German army suffered from two important strategic difficulties. The local schoolhouse went away, and the gigantic brick edifice on the edge of town took its place. James Conant, a president of Harvard, decided in romantic poet the 1960s that the ideal high school should have at least 750 students.
